Social enterprises provide services to the public in a wide range of areas. These social businesses are already delivering high quality services and supporting public bodies to meet the needs of citizens.
With increasing pressures on the public purse and a commitment by policy makers to design services around the needs of citizens, it is clear that social enterprises continue to have an important role to play.
The role of social enterprises should not be to achieve cost savings by driving down terms and conditions of employment. Instead, the flexibility of the social enterprise model should be harnessed to improve quality and achieve innovation.
This report looks at the barriers to the involvement of social enterprises in complementing the delivery of public services. The report makes recommendations for realising these opportunities.
